Following the two previous proposals of utilizing blockchain for the country’s budget transactions, a new bill, House Bill No. 04380, mandates the creation and implementation of a National Budget Blockchain System. The proposed system is designed to enhance transparency, accountability, and public participation in the Philippine budget process.
House Bill 04380
The bill, titled “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process,” was filed by Negros Occidental 3rd District Rep. Javier Miguel Benitez on September 8, 2025.
As of writing, the measure is pending first reading in the House of Representatives.
Blockchain in the Government
Prior to this, the Department of Budget and Management has been operating a blockchain-based platform with BayaniChain since 2024 under Project Marissa on the Polygon network, publishing immutable budget documents for public access.
Meanwhile, the Department of Information and Communications Technology launched eGOVchain in the same year to enhance transparency, security, and efficiency in government transactions as part of its broader digitalization drive.
Recently, Baguio City Mayor Benjamin Magalong announced in his State of the City address that the local government will adopt blockchain technology to secure all government documents, including financial records, infrastructure reports, and technical data.
Previous Blockchain Bills
On Sept. 2, 2025, Senator Paolo Benigno “Bam” Aquino IV officially filed Senate Bill 1330, or the “Blockchain the Budget Bill,” which seeks to place the government’s budget and financial transactions on a blockchain platform.The measure aims to fight corruption by allowing citizens to track expenditures in real time, potentially making the Philippines the first country to put its entire national budget on-chain.
DICT Secretary Henry Aguda has expressed support for the proposal, citing blockchain’s role in boosting transparency in government processes.
On August 27, 2025, Ilocos Norte 2nd District Rep. Angelo Marcos Barba filed House Bill 4075, which seeks to institutionalize the use of blockchain technology in government operations to enhance transparency, accountability, and efficiency. The measure, now referred to the Committee on Information and Communications Technology on September 1st, proposes adopting blockchain to make transactions tamper-proof, secure, and accessible, with Barba emphasizing its role in strengthening public trust and modernizing governance.
In 2023, Sen. Robinhood Padilla also expressed support for legislation promoting blockchain adoption in the Philippines, stressing its potential to curb corruption, aid small businesses, and enhance transparency.
