A new national council focused on building a “Philippine Blockchain Infrastructure Highway” was launched this week, aiming to create a unified framework for digital transparency in both government and private sector transactions.
Philippine Blockchain Infrastructure Council
The Philippine Blockchain Infrastructure Council (PBIC) held its strategic luncheon meeting on November 7, 2025, at the Grand Hyatt Hotel in BGC, Taguig City.
The group is led by Dr. Jonathan Bocaling, President of Integra Nexus Inc., as Chairman, and includes prominent figures such as retired General Hermogenes Esperon Jr. and OFW Party List Congresswoman Marissa “Del Mar” Magsino, the Manila Bulletin reported.
The Bulletin also reported:
- The PBIC’s primary project is a “national engine of trust” designed to verify transactions and ensure data sovereignty.
- According to its roadmap, the council is planning pilot integrations with government agencies, including the BIR, DPWH, and DepEd, by March 2026.

Second Council in PH Blockchain Space

The launch of the PBIC marks the formation of another blockchain-focused organization in the country.
The Blockchain Council of the Philippines (BCP), a separate entity, was formed in November 2022. The BCP is composed of leaders primarily from the fintech and web3 sectors, including executives from DITO CME, RCBC, GCash, and major cryptocurrency exchanges.
Other key figures in the PBIC launch event included Dr. Jaime Caro of the UP Engineering Centennial Professor of Computer Science and Mr. Armand R. Codera, President of TFI Group.
Parallel Push for Blockchain in Government

The PBIC’s launch comes at a time of significant legislative activity surrounding blockchain. A separate, high-profile initiative is underway in the Senate to mandate blockchain for government transparency.
Senator Bam Aquino is currently pushing for Senate Bill No. 1330, also known as the CADENA Act (Citizens’ Access & Disclosure of Expenditures for National Accountability). Formerly titled the “Blockchain the Budget” bill, the CADENA Act aims to create a public digital platform to make all government budgets, bids, and spending trackable and immutable.
A public hearing for the bill was held last week, and Senator Aquino is reportedly set to sponsor the final bill on the Senate floor this week.
