The local government unit (LGU) of Davao City is set to roll out the DCitizen ID, a unified identification system designed to streamline transactions with all city government offices and programs.
Blockchain Integrated DCitizen ID
According to Reverion Technologies, as confirmed by co-founder Rod Albores, the IT services and IT consulting company focusing on web development, web3, and AI/ML outsourcing services is working directly with the Davao LGU on the rollout of DCitizen ID.
For the initiative, each ID will be linked to the blockchain through a unique hash code, which he noted will ensure every citizen’s record is securely stored and verifiable.
“With the support of the Davao LGU, we are using deterministic persistence, which involves credentials derived from Salt (cryptography), the process of adding random data to passwords before hashing.”

In response to a BitPinas inquiry, Albores shared that the blockchain-linked ID will initially be used for accessing basic city services such as transportation, medical assistance, and educational support, similar to Singapore’s SingPass system.
After that, the system will eventually include merchant verification, as well as future integration for business permits, tax documents, and local registry records, he assured.
Meanwhile, speaking about the motivation to adopt blockchain, Albores said it came from the Davao LGU’s initiative in 2024 to improve data security and transparency across its digital systems.

When asked about the blockchain used behind the ID, Albores stated that the system remains chain-agnostic while the team is exploring multiple blockchain technologies.
“While we are actively exploring multiple blockchain uses, some of them include ICP, SUI, Peaq, Polkadot, Core, and EVMs. We remain chain agnostic and committed to using the best ecosystem available to better serve the citizens of Davao City.”

In addition, he noted that public awareness of the technology remains limited, but Albores emphasized that education is part of the long-term plan.
“Not a lot of people know the tech behind it, and that’s okay. We are committed to integrating blockchain in a progressive manner and are already working on mass-scale academic initiatives in Davao City to educate citizens on blockchain, AI, and cybersecurity.”

Looking ahead, Reverion Technologies told BitPinas that the company, together with the Davao LGU, is already in talks with neighboring cities in Mindanao to potentially adopt similar systems.
“For now, our focus is on ensuring a smooth rollout for Davao City.”

Roll Out Plans
The rollout will be implemented in two phases, beginning with PWDs and senior citizens.
Davao City officials reminded the public to wait for the official announcement of registration schedules and documentary requirements and to follow only verified information channels for updates on the program.
The ID is also said to be free of charge for new applicants. There will be minimal fees collected for renewals or replacements, but PWDs and senior citizens are exempted.
What is the DCitizen ID?
According to its website, the initiative aims to provide residents, transients, PWDs, and senior citizens with easier and faster access to public services.
The DCitizen ID will be issued under four categories:
- Resident
- A person who has lived in Davao City for at least one year.
- Validity: Five years
- Color code: Dark blue
- Transient
- A person staying in the city for at least six months for work, study, or other purposes without permanent intent to reside.
- Validity: One year
- Color code: Green
- PWD
- A person with physical, mental, or sensory impairment as defined under Republic Act No. 7277 and related laws.
- Validity: Five years
- Color Code: Orange
- Senior Citizen
- A resident aged 60 years and above.
- Validity: Lifetime
- Color code: Red
- Color code for senior citizens with disability: Red to orange gradient
Once issued, the DCitizen ID or its corresponding QR code may be presented for verification when availing of city government services. This digital verification process is expected to allow faster, paperless transactions and reduce the need for multiple documents.
For the Davao LGU, the DCitizen ID is part of its commitment to modernize governance and improve service delivery for all Dabawenyos.
