Dutertes File House Bill 07881 to Launch Blockchain-Based Philippine National Budget Tracking System

Two lawmakers have filed a new House bill seeking to establish a blockchain-based system to track the Philippine national budget, adding to a growing list of proposals aimed at digitizing and hardening public finance records.

Key Details

House Bill 07881, titled “An Act Establishing a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process,” was filed on Feb. 18 by Paolo Duterte and Omar Vincent Duterte, representatives of Davao City’s 1st and 2nd District respectively.

The bill is pending first reading, according to House records. The full text of the measure was not immediately available as of publication.

Dozen Blockchain Bills in the 20th Congress

The measure adds to more than a dozen blockchain-related bills filed in the 20th Congress, many of which focus on placing the national budget cycle, from appropriations to disbursement and audit, on an immutable digital ledger.

Several House bills filed in 2025 proposed similar “National Budget Blockchain System” frameworks, typically assigning implementation roles to the Department of Information and Communications Technology (DICT), Department of Budget and Management (DBM), and Commission on Audit (COA). Many versions also call for public-facing portals that allow citizens to track allocations and expenditures in real time.

CADENA Act Advances in Senate

The most advanced budget-transparency measure in Congress is the Senate-approved Citizen Access and Disclosure of Expenditures for National Accountability Act, commonly known as the CADENA Act.

Authored by Senator Bam Aquino, the measure was approved on third reading in the Senate in December 2025 as Senate Bill 1506. It mandates the creation of a centralized digital budget portal requiring agencies to publish key documents, including budget proposals, procurement contracts, disbursement records, and audit reports, within seven working days of issuance.

A counterpart measure in the House, HB 6898, was filed by Rep. Leila de Lima and is currently pending with the Committee on Appropriations.

Unlike earlier proposals branded explicitly as “blockchain” bills, the CADENA Act framework centers on mandatory digital disclosure, structured data standards, audit trails, and interoperability with existing government systems. The Senate version does not require the exclusive use of blockchain technology but allows for tamper-resistant digital systems.

Growing Legislative Interest in Blockchain Governance

Blockchain-related governance proposals in the 20th Congress have expanded beyond digital assets regulation into public finance, procurement, and audit systems.
